According to Wiki the 2011 (census data) population of the City of Wakefield was 76,886 and the District of Wakefield was 325,837.

I may be wrong but I think that is comparing apples with pears. The Wakefield population figure includes separate towns covered by the Wakefield District Council - Hemsworth, Castleford, Pontefract, Osset etc. I don't think the Cardiff figure includes other towns? The Sheffield figure is for the city and a few outlying villages but not complete other towns like for the Wakefield district.
Whenever i go through it Wakefield always feels like a middling West Yorkshire town - not a city to compare with other places at the top end of the list you linked.
Anyway, the answer to the OP must still be 'yes'.
