Oh look, it seems the great man "misspoke" at the press conference with Putin. What he meant to say about the Government of the man about ten feet away from him at the time was "My people came to me... they said they think it's Russia. I have President Putin; he just said it's not Russia. I will say this: I don't see any reason why it wouldn't be." - instead, the penultimate word in the answer was would. So it was all a simple mistake then, not Donald Trump saying one thing about something or someone he was not in contact with at the time and then contradicting it completely when he was - perish the thought he'd ever do that.
Going back to the OP, people throw about the term "facist/facism" so easily these days, but this seems a good definition of it to me - I make it that 9, possibly 10, of the 14 subjects listed could be applied to Trump's presidency.
