"More than 20 years ago" does leave it open but someone on twitter pointed out that 20 years ago he'd have been 31 and therefore not "a young journalist". Indeed, if you apply the national mindset seen in response to Shamima Begum then he was a fully grown adult who knew right from wrong and therefore should face up to their crime. In this case I believe that's up to 7 years in prison, an unlimited fine or both.

Or, more likely, it won't have any sizeable impact. Gove has shown himself to be skilled at targeting and taking down Corbyn and has voice on Brexit which is compatible with Tory membership so unlikely that Javid describing him as a hypocrite lands a significant blow.
