The answer is huge capacity pumps! Rising sea levels plus storm surges means a time will come when flood water backing up inside the barrage (and into the city, potentially) can't be released into the Channel as it will be too high....and possibly overtopping the barrage from outside. Flooding from within could then replicate the flooding in town in the 80's. Plus a rising watertable to contend with. Floating homes down the bay, like the Dutch have near Amsterdam, could be a solution, too. Or allow Somerset to flood on purpose and take the water away from Cardiff. No doubt it will be too late before anyone actually acts to save central Cardiff.

Same for any town or city on the coast I expect, unless expensive flood prevention barriers are in place then we are all ****ed.
Can imagine a remake of waterworld at some point, although the vapers probably wouldn't look so mean.
