Well, it's plain it's in the context as was explicitly stated, the lesser of two evils and better than reducing the economy to a smoking ruin.
Can you imagine what that would look like? Desperate people commit violent crimes. Once every business premises had been looted, or too well guarded by the military (as Martial Law would have been enforced by then), gangs would form to kick in the doors of their neighbours to rob them and Christ knows what else.
It's great to bang on about saving lives by doing what has never been done before holds far greater risks (my opinion) but few are prepared to consider what life would become for themselves and theirs with a shell of an economy. Do you think you'll be sat at home unemployed with a stoic stiff upper lip with the power grid either down or outages every day and afraid to venture out in search of food?
