Drakeford currently presides over the lowest R rate in the country, and borders, to the South East, an area of England where the R rate is around 1.0. I appreciate the 5 mile radius seems unscientific to some, but far from herding people into hot spots, it is preventing the virus from spreading to other areas - particularly more rural and isolated areas that get inundated with visitors at this time of year.
