... and if, as I suspect, you are putting these places forward as areas to move to, then remember the OP stated he is looking for somewhere where money goes a lot further.
Penarth and Sully property prices are generally a lot higher than those of Canton (OP's current abode).

Or perhaps the relatively high prices of the aforementioned areas is why you are saying to avoid? - that would make sense, I guess...
