You can travel into Wales for more than a day out.
England doesn't count as 'foreign' or 'from abroad' in this situation - part of a common travel area as The Bloop says.
We came back on Friday to Sheffield from two and a half weeks in Pembrokeshire - walking the coastal path and staying in B&Bs. That all became possible from 17 May. It is not a free for all and the standard precautions apply (distancing, hygiene, masks etc) and most B&Bs and hotels have got stringent systems in place to minimise any risk (reduced capacity, one-way routes, extra ventilation).
For the first time in the UK we had temperature checks in restaurants (only a minority - but never had that before in any shop or pub up our way after the restrictions were eased) and one place in Pembroke even did a smelling salts check to see if we had a Covid symptom we were hiding!
The social gathering and bubble rules are covered in the link IanD posted.
