‘I’m afraid there is no money.’ The letter left for the conservatives by Liam Byrne
On leaving his position as Chief Secretary to the Treasury following the change of British Government in May 2010, Byrne left a note to his Con-Lib successor Professor David Laws saying: "Dear Chief Secretary, I'm afraid there is no money. Kind regards – and good luck!

Also I didn't realise the conservatives were in control of the welsh NHS which is what we are talking about?
Also it will grow next year under Labour, because we have an aging population and offer far more services.
