Some roads will revert back but I doubt if it will be that many. Maybe A Roads that don't pass schools, hospitals and old people's home.
Council's should have a facility on their website by now where residents can state which roads should revert.

And I think the crux of it will be that local people will be up in arms about 20mph limits, but when it comes to roads in their village, most would probably object to limits going back to 30mph.

I saw another report that suggested that the effects on air pollution and air quality were likely to be negligible, I'll have a look to see if I can dig it out.
It will be worse more traffic congestion.
traffic congestion is caused by more cars on the road, not driving a bit slower.
the report I read concluded there were some pros and cons with regards to air pollution but overall the difference was negligible in either direction.
But if cars are driving more slowly, there will be more cars on the road as they won't complete their journey as quickly.
