Most pensioners already pay tax on their pension, the state pension is ￡11,502 and the tax-free allowance is ￡12570 so it could take 3/4yrs before these pensioners who at present don't pay tax, will pay it, unless, of course, the next government abolish the freeze on tax-free allowances then they will carry on not paying tax on their state pension.
