    New penalty rule under review !!

    Didn’t know this !!!!!

    In the tense final minutes of the Lionesses' Euros semi-final match against Italy, Chloe Kelly delivered England's winning goal after the ball rebounded off the keeper when she was taking a penalty.
    It was a moment that left fans jubilant, but it could be outlawed under new proposals for the game.
    The proposals, which were first reported in The Sun, would mean a missed penalty would immediately result in a goal kick for the defending side, leaving no chance for players to score on the rebound.
    The potential changes to the rules are still under discussion and would have to be approved by the law-making International FA Board (


    If approved, penalties would be treated more like a single, standalone shot - similar to a penalty stroke in hockey. If the ball goes in it, it would be a goal and the game would restart from the halfway line. If it does not, it would be a goal-kick for the defending side with no second chances.
    Proponents of the plans believe the move would remove what they see as an unfair advantage for the attacking team, and if approved the proposals could be in place in time for the 2026 World Cup in the United States.
    They would not only rule out goals like Chloe Kelly's semi-final winner, but also ones like Harry Kane's victory-sealer against Denmark in the 2020 Euros which was scored on an extra time rebound.

    I think it would actually be balanced in most cases.

    The majority of pens seem to be for actions that if not awarded wouldn't result in an obvious goal scoring opportunity.

    Attacking team then have the reward of a free shot at goal, the keeper unable to come off his line. As a keeper there can't be much more frustrating a situation where you make a great save only to then have the ball tapped in afterwards.

    What if the goalkeeper saves the shot but backspin on the ball causes the ball to bounce on the pitch and spin back into an empty net?

    Or if the ball hits the post or crossbar and bounces against the GK and over the line?

    When exactly do they call a goal kick if the ball fails to cross the line with the initial shot?

    Not sure about the hockey comparison. Does that help to explain the proposal?

    Surely the proposal is just to treat an in-game penalty the same as a penalty in a penalty shoot out?

    In the interest of fairness I think they should make the ref put all the players names in a hat and draw out a penalty taker and a 'keeper.

    Spot on, there you go, score it or lose the chance, I think that is much better.

    Personally, I hate it when the keeper saves the initial shot, only for a forward to tap it home.
    Well, I do when it happens to us. If it's City that score from the rebound, then I love it.
    Must be maddening for the keepers, mind.

    Both stand as goals. No other player can touch the ball. It also stops the cavalry charge into the box.

    Would prefer the change TBH, when a keeper save's a pen, IMO the keeper has achieved and should be rewarded

    Agree with that. I've played in games where I've missed and scored on the rebound and it does feel cheap and a letoff. Keeper deserves it if they saved it.

    I’d prefer they outlawed the stuttering run ups. They are so unfair when the Keeper has to stay rooted to his line.

    They can move along the line nowadays, let’s go back to the old Tom Farquharson days. Before the ‘staying on your line’ law, he’d stand at the back of the net and charge out as the taker was starting his run up. He’d be practically on the ball before it was kicked apparently Our Tom was the reason the law was brought in, so it’s said.

    You did better than me, i only ever took one penalty in normal time and i missed.

    As soon as the ball is touched its in open play. any other time if you shoot and the keeper saves but its then tapped in from a rebound, do you feel bad?
