I don't think there's too many real deterrents for shoplifting? I'd say there's an actual disregard by some towards the victims of shoplifting and it's always been seen by some as 'fair game'.
Anecdotal tale to tell but once did a few stints of Community Service, the amount of shoplifters on the shifts were aplenty. All basically felt they wouldn't
receive a custodial sentence and that was nearly 30 years ago.

Isn't the purpose of prison rehabilitation rather than punishment? And why can't those who are not deemed a flight risk or dangerous be allowed to work on the outside picking up litter, cleaning graffiti, and so on. Many would prefer working outdoors than being inside all day.

No crime is victimless of course but first and foremost we should be locking up dangerous and violent people
I'll put this simply.
Everyone agrees violent criminals should be punished, whether or not they are immigrants is irrelevant. Violent criminals are the biggest problem.
However, if I'm offered a choice between immigrants as a whole and frothing at the mouth immigrant derangement syndrome rightoids, I'm picking the immigrants every time. I'd honestly prefer deporting the worst rightoids to the Falklands or Ascension Island than entertain the idea that "millions must go".
Almost no-one disagrees with punishing criminal immigrants. My problem with the right is that the fury naturally flows toward those who are nothing but a positive to the nation. If presented with an "us or them" choice, I'm choosing them.

There's a particular, pernicious narrative being penned by the ultra-rich to absolve themselves of any blame despite being those with the most material influence and power in society. Even if we somehow got rid of all immigrants, good and bad, they would designate another target. It'll be women, or LGBT people, or whoever else they can concoct a story that sticks to them so they can absolve themselves. Good thing about controlled immigration is you get to have some control over who comes in, seems important for national security amongst other things.
So when we have too many meat free kebab houses, 5 vape shops per vaper and 10 taxi drivers fighting over a fare maybe we can reject further low skilled applicants without losing such a vibrant culture.
Sadly as a nation we don't seem too overly bothered about either and so the decline will continue. But you can get a takeaway delivered by some illegal on an e bike in a few minutes so that's progress.

easy solution, make all immigration at a point of entry legal. That way the immigrant receives a NINO, and can start paying into the system. They have to undertake say 6 months work on farms or similar, after which they can apply indefinite leave to remain. this reduces cheap labour, pushing up wages, increases taxes and improves public services.
