As a full UK driving licence vehicle holder can I just phone up the insurance company and insure it in my name as only driver ?

Or do I have to be the registered owner ?

If so how do I transfer things over ?

My mother is very confused and in no position to sign or agree to forms .
We're sort of in a similar situation. Mrs HaB's father died 3 years ago and so his car passed to her mother. Her mother is the registered owner but Mrs HaB is registered as the only driver on the insurance certificate. She's never had a problem with doing that.
