I believe Goutas had been offered a deal at one point, but he was waiting until the summer to decide what to do. and since then he massively fell out of favour also, so perhaps that offer has been rescinded anyway.
Is Evans' contract up for renewal? I haven't really seen enough to judge, but if he's not starting for a 22nd place League Two Newport, then I don't know. Then again, I have defended Reindorf, but he was in a higher division at least.
Keep Rinomhota, I'm fine with keeping Ralls on for veterancy, the rest can go.

If Ralls was to stay as well, you'd have two injury prone midfielders who would be in and out of the side. They'd guarantee there'd be no continuity in midfield.
On the occasions when Ralls is fit, he's going to be picking up yellow cards constantly by grabbing hold of players who go past him with ease.
We never learn at this club. It's already been announced that we are going to reduce the size of our squad - it means it's vital we don't carry any passengers.
Any club wanting to trim its squad has to focus on players who (a) have the ability to play in the manager’s preferred system, and (b) the proven fitness levels to last the season.
We don’t have a manager to make the decisions, so we are probably left with Dalman et al chipping in their opinions.
Ramsey and Ralls won’t last the pace.
We have Joel Colwill and Eli King coming back plus Ryan Wintle.
We also have Chambers and Turnbull who ideally would go.
So that's 5 central midfielders. Then there's Robertson who I would have thought will be sold.
So Ralls and Ramsey both past their best and Rino who probably is at his best but is that really good enough.
We need new players. I dont think we should be giving deals out deals to the out of contract players.
Rinomhota has played his entire career so far at Championship level. He’s definitely good enough for League One.
