It will start off as laws that target extremism and people will be happy because terrorists are being caught,

Then the laws will be applied to non-terrorists and people will ignore it or say "That's the price for my children's safety". Some will complain (probably liberals) and these people will be accused of allowing extremism to exist. The liberals will argue back after which we will hear the line "Nothing to hide, nothing to fear" or "the Government doesn't care if you are watching porn" or some other nonsense like that.

Terrorism will continue and we'll rewind the tape and play it all over again for some new laws.

Didn't this government try to ban more unusual porn?

The liberals argument has been, at least in the past, that an increase in collection of information isn't so good if it obscures key information by it's sheer mass. Do we have enough people to make a proper assessment of hundreds of thousands of additional files? How much personal data are they going to be allowed to go through before they find something? It doesn't necessarily keep us safe and sacrifices our civil liberties.
