I was with my kids on Queen Street the other day (I have two girls 11 and 7) and there was one girl in the shop door way, couldnt have been no older than 16/17, and she was out of her head. I shouldnt really have given her any money as I know it was going to go on smack but she just pulled on the heart strings as she wasnt that much older than my eldest daughter.
