Triple the cost unless you have a water meter, then when everyone has a meter bar a few that have swiming pools and are happy to pay triple, triple it again. You need people to pay for what they use.
There would be no waste then, imagine if electric and gas was a standard amount people would have heating on all winter and air con on all Summer.
Use the extra revenue to stop emptying sewage into the Sea, there needs to be massive fines for that immediately!

Are you sure though, when I didn't have a meter in the old house the lawn was immaculate, watered every hot day, now it's brown and that’s how it stays, it's very expensive to water the lawn with a sprinkler!
The other big waste is a leaking toilet overflow that runs into the bowl, if you have a meter is fixed, if not you can do it in a month or six!
Or Severn Trent could fix their leaking pipes which waste 400m+ litres of water every day. Like climate change, the blame and solutions shouldn't be passed onto the general public whilst the people actually ignoring the problems are allowed to do so without confrontation.
How often do we have hosepipe bans? Rarely. They don't last particularly long, either.
You're coming across as someone who is disgruntled because they can't use a hosepipe and would rather price out of the market someone with little money but can fill a pool out the garden for their kids.

I always remember an ex-neighbour who wanted to water his new lawn and to avoid using his metered water, wanted to use our water. With or without a meter, he wouldn't get any joy from me.
There are quite a lot of houses in North Cardiff that cannot have a meter mine is one of them, applied for one, told unable to fix one, so on a fixed rate now.
Use a water butt for watering your garden. I've got one this year for the first time and have hardly used tap water to fill the watering can.
It does take the piss when you see how much leakage there still is though. Needs to be stricter targets for water companies before they're allowed to pay dividends and bonuses.

they should impose massive punitive fines for the illegal dumping of sewage into the rivers and for the amount of water leaking out of our system, and if the water companies can't pay them they should be taken over by the government
My Nan had a leak at her house, Welsh water said someone would come and assess it next week. Can't remember the amount they said it was losing but it was very visibly coming out of the bottom of the wall into the front garden.

The only snag with that is water companies could simply let their pipe networks rot to buggery and let the taxpayer foot the bill.

I'd have to respectfully disagree with you there. It is mass immigration. It's more than 200.000 but let's use that figure. 1 million extra people every 5 years on the most densely populated country in Europe. And you say this will have little affect on utilities? Wow
