the council have sent me a letter to tell me they are going to charge for garden waste,£30 for over 8 bags from July to December it doesn't affect me much, but if i register and pay, then tell the rest of the street if they chip in they can leave their green bags outside my registered house, would i be ok with my slight rule bending?
