so far I've seen the following this speculated:

a: Coup
b: it'll Ultimately fizzle out but leave Russia Inna weaker position
c: it's an exit strategy for Putin, blaming Ukraine failures on others
d: it's all a ruse to cover up troop movement for a counterpunch tricking the Ukrainians.

could legitimately be any of those at the moment
