Why is it a good question? Are you claiming the central assertion is correct? FWIW it looks like Plan A is to increase battery manufacture capacity and diversify the supply chain so that the world is not as reliant as now on China. A plan is not an achievement - but the intention is clear and has been for years.
When Donald Trump talks shite (all the time) there is often a nugget of truth hidden in there somewhere - but it is still shite. And you can still be relied on to echo and amplify it.

Gluey's inane reposting of an obvious falsity came from Lutnick, the Trade Secretary he bowed down to in the original post not Trump this time. Little wonder that they are disparaging efforts elsewhere to diversify. It was not so long ago that the criticism was that Europe was too dependant upon fossil fuels, at least when Russia was supplying them.
It is no coincidence that some of the Trump and Republican mega-doners are from the energy sector so doing every thing to disparage lower carbon initiatives keeps the greenbacks and bitcoins flowing into the Mar A Largo coffers.

Lutnick then - Trump clone. He has got European and Canadian trade deals in his cross hairs this week. Doesn't do the Xi admiration in the way that Trump does, but matches him for abuse of friends and neighbours!
Although most of Gluey's cryptic smugness has its roots more in Miller and Vance than the orange baby or his trade secretary.
Some significant walk outs during Lutnick's 'speech' yesterday. Shame Trump got more deference.
