Well the OIG aside, he desperately wants to take control of the Russia no collusion, definitely no collusion investigation. Shot No 1 was the Nunes memo which pathetically tried to implicate Rosenstein as a precursor to removing him and putting someone else more sympathetic in charge. Plan B seems to be bully out the recused Sessions and insert someone above Rosenstein who will do his bidding. Obviously because the wants to speed up his (and his family's 
) complete exoneration rather than shutting things down before the walls close in.
