The ‘open jacket policy’ has never identified any misdemeanours, and is not enforced in any stadia….or arena, I’ve ever visited anywhere in the World….why have it at CCS?

I simply don't have it in me to care that much about the open jacket policy, I suspect that we're far from the only club that has it How do you know it's never identified any misdemeanours?
