In Istanbul, are any fans allowed for this one? Be gutting for Man City in particular if they finally make it and can’t have any fans there? If it’s an all English affair is there any point it being in Turkey with no supporters as opposed to maybe being in England with some supporters?

Apparently turkey and Cyprus are in lockdown to get in a good position for the holiday season, not because they're out of control.

Neither BBC nor Reuters seem to mention the holiday factor as the main reason for the Lockdown but other sources are available, of course
