Miller shouldn't be allowed anywhere near the sport of Boxing. He's been popped for juicing on at least two occasions. Fake muscles, fake recovery, face endurance, and now fake hair. I actually quite like the bloke when i've heard him being interviewed, he's very aware, although PED's in boxing should carry a jail sentence in my opinion.

Higher profile fighters than him have failed as well. Lifetime bans and jail time are needed as a deterrent.
