so my partner has moved here from Hong Kong, doesn't work here, or in Hong Kong. she sometimes uses a Hong Kong credit card to buy stuff here.
someone told her she might have to declare that to the tax man here? I thought not.

When my wife lived in Baku she could come to England and buy things VAT-free to take back to Baku and then she had to make a declaration to get the money back. Similarly when she went to Turkey earlier this year she did the same thing there to get the Turkish tax back as she now lives here. But when she bought things in ordinary shops without the tax return facilities she just paid the VAT and no questions asked. If your partner never worked then the only questions may be about the source of her money but that's a different thing.

Are you asking can she claim the Vat back as she would if she was living in Hong Kong so would be exempt from it.
If so the answer is no.
If she lives her it doesn't matter if she doesn't work still have to pay the vat like all citizens.

We all use foreign credit cards when abroad, why would this be different? I’ve done long stints abroad in many countries, always used a UK sourced card.
