100% the fault of the violent thug in question, although I did suspect that road rage would increase with the 20mph thing, I know it has mine, which never exceeds mumbling under my breath for someone to "fecking hurry up" or "use Ur indicators, bellend".
I think the warning letter is the right approach too tbh. In all honesty though there are costs and admin associated with that and I think you should get it for going 35 in a 30 rather than 30 in a 20 in that scenario. Wellington Street is a wide street with good visibility. Should be 30 imo.
Interestingly I got off a parking fine recently as I said I was simply unaware of the charges (they were new) and it was a first time offence and I wouldn't park there again. So its worth appealing sometimes 👍
