It looks like I have made a mistake. He hasn't been nominated, the press release states that he will serve as the next Director of the Federal Bureau of Investigation. Make of that what you will.

A quick google search says the head of the FBI is appointed by the President for a fixed 10 year stretch (!) but that appointment has to be confirmed by the Senate.

I don't know the full process for appointments, but wanting to go for a loyalist is probably an understandable thing, even if you don't like it.
