If, as seems likely, Perry plays for Singapore then he will probably be the team's star player.
Football is huge in Singapore (and Malaysia!) so if Perry rejuvenates the national team and helps them to win titles then he will be a famous man in all of the ASEAN nations.

This may seem like a silly question, but if he becomes a Signapore Citazen then he will not be British. Does that mean will need to apply for a work visa and international clearannce for him to play for us? As you cannot have dual citazenship in Singapore
I work in Singapore (have done for about 3+ years now), and in fact I actually saw Perry Ng back in May of 2024.
My brothers and I were on holiday in Bali and we saw Perry Ng with his wife/partner going into a breakfast place! Slightly star-struck but mustered something along the lines of "Thanks for all the hard-work last season" ha. Shook hands and wished each other a very nice holiday.
Re Singapore, yes you can't have dual-nationality so I wonder if that has any consequences for Cardiff. They have national service for all ~18-20 year old boys in Singapore so are pretty strict about giving passports away to foreigners (who they think have tried to dodge/skip the service)
