Just looked it up, and from the start of the attack to the police shooting him dead was less than 15 minutes.
Unless the national police were literally waiting for him at the place he was going to attack it is difficult to see how their presence would have made much difference

The entrance to the promenade should have be blocked off, with a checkpoint established and patrolled by the sufficietly armed national police (there is a state of emergency in force). Instead the entrance was left open with two local officers standing by. To the point, it would have made a massive amount of difference as no vehicle would have entered that area.
