Maybe because they have relatives or friends in the UK, a higher diaspora of their own nationality in concentrated areas. That could be the reason why, after all, there aren't that many of them. If i was a young man fleeing poverty or oppression i'd quite likely want to end up where my family and friends are, so i reckon that i'd take the risk in a dinghy.
