I don't think people will watch a rubbish team though, Welsh or otherwise.
It's marketed on the BBC and people watch the BBC. It's timetabled on purpose to coincide with school holidays.
The ECB should not sell exclusive broadcast rights for their competitions, but ensure that some matches in each competition (including finals) are broadcast free to air.
