Yes it is for the public votes, MP's do it all the time.
Let's do a once in a lifetime welsh referendum, or UK-wide 20mph the normal minimum except for around schools, etc or 30mph.
I will abide by the decision which would be 30mph and not try and change it the same as last time
I’m sure the general public will assess all of the available information and come to the right decision.
It may also be a good idea to have referendums for other decisions like tax rises and so on
