so you're happy that Wales isn't being allowed to get money that Scotland and Northern Ireland are getting?

Not really, but I can understand them not wanting to give it to be wasted on nonsense, like Rainbow trains or crawler trains, that get you there slower but hit fewer people on the tracks or whatever useless idea they would come up with.
