This took a bit of research, but I think I have the answer and it's happened on ten previous occasions:
1980/81 (both teams in Division 2)
1986/87 (both teams in Division 4)
1993/94 (both teams in Division 2)
1994/95 (both teams in Division 2)
1995/96 (Wrexham in Division 2, Cardiff in Division 3)
1996/97 (Wrexham in Division 2, Cardiff in Division 3)
1997/98 (Wrexham in Division 2, Cardiff in Division 3)
1998/99 (Wrexham in Division 2, Cardiff in Division 3)
1999/00 (both teams in Division 2)
2000/01 (Wrexham in Division 2, Cardiff in Division 3)
Wrexham also finished higher in the Third Division (North) than Cardiff did in the Third Division (South) on five consecutive occasions during the Thirties (1932/33 to 1936/37 inclusive).
Here's a shocking fact for you: 2025/26 will be only the second season in Football League history that Cardiff City will start the campaign lower down in the pyramid than both Swansea City and Wrexham. The only previous occasion was in 2000/01, when Wrexham and Swansea were in Division 2 and Cardiff were in Division 3.
