Did either of you actually read it? He obviously has a budget for each month which includes money for lottery and food/haircuts but when he won the money he spent his budgeted money for the month immediately paying off his car insurance, thinking he'd get the lottery money imminently.
So now because of the delay he hasn't got either his own or the lottery money so is relying on foodbanks. He's been a bit silly in emptying his bank account before the lottery cash came in but at least read the flippin details before rampaging over here to furiously vent about how RIDICULOUS it is

But he's never said he has to use foodbanks usually. I haven't spent any money on a haircut since 2019. Bought a set of clippers and it's a DIY 0.5 each week.
