Apparently, the regulations state that at this time of the year a club must include at least ten players in their match day squad who appeared in their previous match day squad. For the Reading game, Burnley named 14 players from their 18-man squad against Sheffield United.
According to the BBC report, the EFL have asked Burnley for their observations following a complaint from Huddersfield. This has Warnock written all over it. I reckon he’s doing what he can to ensure Burnley play a strong team against City.

Huddersfield Town boss has denied reports that he contacted the EFL regarding Burnley making six changes for their clash with Reading.
"I don’t think we’ve reported them"
