A great idea, just do it, it makes sense, especially in the first six months of young drivers just passing their tests.

The main point is for a new driver who just passed their test to wait six months and gain some actual driving experience before allowing their three or four teenage friends in the car. 80+ year olds have more accidents than 17-24 year olds. Young women have fewer accidents than 76+. It might be a good idea, it has so many holes in it, it is not policeable and impractical. You’d need caveats for everything, such as parents etc, people going to work, emergencies

I think the chart also makes it clear why there are concerns about the risks for under 24s (and such high insurance premiums), and hence these sort of proposals.
