If he came clean about his true rewards it would trigger a 'Proceeds of Crime' against him, he could end up losing everything (even assets he perhaps earned from his playing career).

Sounds like a big dealing operation. If he was getting just £500 a month, maybe he was getting a lot of free charlie/crack. Perhaps he was an addict and they took advantage

I read that chapter from freakanomics.
