So if it isn't able to fund its health service on the money it gets from Westminster then it needs more

Do those that run the NHS in England ask for more from Westminster?

Of course they do

Does it mean that the service even with extra funding isn't sometimes crap ?

Of course it doesn't

Out of interest , if Wales became independent how would it raise funds, being a standalone principality?
