Why not fine them for not collecting them back in? Bags on streets only led to one thing….cats, seagulls, rats will rip them up. Just look at Cathays where bin bags get left on streets regularly as students are too stupid to sort their recycling out properly and too many live in each house anyway so not enough bin space.
