Well if people behaved as they should behave, you wouldn't have a need for child protection services or traffic wardens or speed cameras or even the police!

This is a far less complex example, but the point is that whilst we should educate as best as we can, it's pointless delivering a service if you know that it won't work based on how many people actually behave as opposed to how they should
