I can see a massive downside to going back to black bags, some of Barry had wheelie bins and some didnt, I believe from speaking to my mum they stopped them a while back, when I go upto my mums I see Black bags outside, ask my mum " is it bin day tomorrow mum " no its Thursday, so these people have put out bin bags 2 days before

that's just people needing to be educated, if that doesnt work, then fine them
Maybe the council needs to designate a area for the wheelie bins, I know in Bristol, a few roads have a Giant Planter on one side of the road ( also lets people know they can only park that side of the road, the other side is double yellows, which in turn means emergency vehicles can get down every road ) , its a bit of community joy, nicely planted up with flowers, maybe a area next to something like that to put them the night before bin day, then they get 24 hours to remove them again
we moved away from bin bags because it didnt work, from my eyes it looks like a backwards step
