Try installing the Adobe PDF viewer to see if that sorts it.

Have you actually tried restarting it? Fixes 90% of problems there and then

Probably the worst laptop I’ve ever had. Problem after problem, particularly with charging, the connector came adrift in the end. Won’t be buying another

Also, the PDFs you're trying to open may be corrupted. But try several PDF editors and if they won't open, then they likely never will. Sorry.

OK, then I think it's likely to be a default setting that is trying to open the PDFs using drive instead of chrome. I read about one user who had a similar problem.

When opening a PDF file in chrome they accidentally clicked automatically open with drive, instead of clicking chrome. This leads to the file being opened by Google drive (which has a known bug). There is no way to force the chromebook to revert back to automatically opening in chrome, even when the file was opened from chrome. They tried installing another PDF app, making it default and uninstalling to get the prompt but that didn't work.

It was only rectified by a factory reset of the chromebook to be able to open a PDF in chrome. It makes the most sense to me especially as its clearly not going to resolve itself and I don't think there's going to be another solution without forensics.
