    We just posted at the same time! I’ve been thinking this through and you make a really good point. The whole situation upsets me so much and I’m so conflicted I had to lay down earlier. Re-reading the article about Beijing had me choked.

                there is a precident - when Yugoslavia were eliminated from the 1992 European championships, Denmark who had previously failed to qualify were given the spot as the next best team.

                I think the next best team in the nation's league results would possibly be Hungary, but it's pretty complicated

                    True, but Yugoslavia had already qualified, so without replacing them the tournament would have had to have gone ahead with only 7 teams.
                    Ukraine are in a path with 3 other countries to qualify for the finals, so not replacing them, doesn't affect the ultimate outcome.
