And then there are quite a lot of people who are playing it by the book, especially on roads that are tight for space, cars parked either side that can be blind for drivers seeing pedestrians. There was always going to be certain roads where 20 was going to be too slow, but can't please everyone. I think that it's been a positive move, and as time goes by and people get used to it, there will be less resistance.
