I’m not sure “Man City can sell 62k (new capacity when complete) against Liverpool but only sell 46k for Salford” is the argument you seem to think it is, if you’re trying to argue their fan base has less plastics than Arsenal who sell 60k regardless of if it’s against Bolton in the first round of the League Cup or Man Utd in the league.
